Sports CS Amina Disbands FKF, Forms Caretaker Committee to Run Football

Sports Cabinet Secretary Amina Mohamed has disbanded the Football Kenya Federation (FKF) and appointed a caretaker committee to run football in the country.

CS Amina appointed a 15-member caretaker committee chaired by retired Justice Aaron Ringera to head football operations in the country for six months.

The federation was dissolved after the CS received a report on a serious fraud investigation reported to police officers.

In a statement, CS Amina stated that she had directed the Registrar of Sports to undertake an inspection of FKF on 14th October pursuant to Section 52 (1) of the Sports Act (2013) following an extended deterioration of the state of football management in Kenya.

The CS noted that the Sports Act allows the Ministry to intervene in the management of sports organizations where a sports organization fails to adhere to proper corporate governance processes that include financial management.

“Over the past few years, the Football Kenya Federation has faced several governance issues that have been of great concern to the Ministry. First, the Football Kenya Federation has failed to account for all the monies allocated to it by the Government.

“All beneficiaries of the Fund are as a matter of course trained on how to apply, utilize and account for the funds. The beneficiaries are also aware that they are required to fully disclose any financial assistance received from other sponsors. Football Kenya Federation has fallen short of this requirement,” CS Amina stated.

Following the completion of investigations, the Registrar recommended that the DCI, NIS and EACC carry out further investigation to establish the extent to which the misappropriation of funds in FKF may have occurred with a view of prosecuting those who may be found culpable.

The registrar further recommended that the current officials of FKF be removed from office to pave way for further investigations pending conclusion, and a special audit of the books of accounts of FKF be carried out and subsequent frequent future audits.

The Caretaker Committee Members include:Justice (Rtd.) Ringera, General (Rtd.) Moses Oyugi, Fatma Adan (Hodi), Philip Musyimi Mue, Anthony L. Isayi, Elisha Chepchieng Kiplagat, Hassan Mahmoud Haji, Fredrick Tureisa Lekesike, Mwangi Muthee, Neddy Atieno Okoth, Ali Amour, Titus Kasuve, Richard Omwela, Bobby Ogola, and J.J. Masiga

CS Amina further appointed a Secretariat to the Caretaker Committee comprising; Linda Ogutu – Head of Secretariat, Michael Muchemi – Secretary, Lorine Nerea Shitubi – Joint Secretary, Caesar Handa, Habo Mwachiro, Edward Rombo, Hiba Hussein, Gabriel Warigi, Dr Walter Ongeti, Rashid Khamisi Ali Shedu, Hon Racheal Kamweru, and Robin Toskin.

The Caretaker Committee was mandated to conduct all the affairs of FKF in accordance with its constitution, and ensure it is in compliance with the Sports Act (2013).

The committee will also coordinate and ensure the smooth running of FKF’s operations including team preparations of all local and international sporting events, coordinate elections of FKF in accordance to the Sports Act (2013) and the Sports Registrar’s regulations, and hand over FKF to the newly elected officials after a successful election.
